Energy efficiency can be the most cost-effective means to reduce energy usage, while improving home comfort, positively impacting health and safety, and increasing energy affordability. Energy efficiency program evaluation is critical to assess whether expected reductions in energy usage are achieved, determine where opportunities exist for more effective or efficient services, and refine program design and implementation. This presentation will address methodologies for estimating the impacts of energy efficiency programs on energy usage and key analyses to inform program improvement including disaggregation of savings results, measure-level analysis, cost-effectiveness analysis, and realization rates. The
presentation will also discuss how participant surveys and on-site observations and inspections can inform program findings. Based on research from numerous programs around the country, the presentation will share how energy efficiency programs can achieve high savings, use performance measurement to improve outcomes, and assess non-energy impacts.
