Since Hurricane Katrina FEMA has been authorized to train and deploy volunteers from other Federal agencies to help in their disaster response operations. For the first time in history FEMA took volunteers for this Surge Capacity Force from outside of the Department of Homeland Security. Dr. Meadows will discuss his experiences with the Surge Capacity training in Alabama and his deployment doing Disaster Survivor Assistance in Puerto Rico this fall.
