Discussing new guidelines and resources to protect against discrimination based on race, color and national origin; and promote the inclusion of all vulnerable communities in federally assisted emergency management and related activities.
Purpose:
-
In the aftermath of Hurricanes Katrina and Rita, the Federal government learned many critical lessons about how recipients of federal financial assistance engaged in emergency management activities can more effectively ensure that all members of the community receive services, regardless of race, color, or national origin under Title VI of the Civil Rights Act of 1964.
-
On August 16th, the Department of Justice, Homeland Security, Health and Human Services, Housing and Urban Development and Transportation released the first-ever joint-agency Title VI guidance to state and local governments and other entities involved in emergency management, services, and information-sharing. Although federal agencies have issued guidance addressing nondiscrimination in emergencies and disasters, this is the first time that the federal government has focused specifically on protections against race, color, and national origin discrimination in the this context.
